Is it possible to avoid toll roads during the planning stage?

At present, it isn’t possible to explicitly avoid toll roads.

All routing modes except “Fast with highways” avoid highways, where most tolls are charged, so they rarely use toll roads. Toll sections on other roads, such as some tunnels, bridges or mountain passes, can still be part of the route.
